Anything an agent would want beyond sign-in and posting (reading a member's posts, feed or connections, managing Company Pages, ads, Sales Navigator) is behind partner programs that require a registered business, page-admin verification, vetting and often a screencast, with no published turnaround.

Partner APIs (Community Management), needed to read posts or manage pages: Development tier vetting, then a Standard tier review with screencast. Sign-in and posting work the same day. LinkedIn publishes no timeline for these reviews, approval isn't guaranteed, and info requests or rejections (which need a new app) can add weeks or months.
- Waiting on
- Nothing for the self-serve products. For gated products: LinkedIn vetting of the business and use case (Development tier), then a second review with screencast (Standard tier). Ads Standard tier review is stated as up to 30 business days. Restricted APIs have no fixed timeline.
- Cost
- Free API access. Partner programs (SNAP, Talent) are commercial partnerships; terms not published.
What you need first
A personal LinkedIn member account for the developer
The Developer Portal is accessed by logging in with a LinkedIn account; apps are owned by members.
A LinkedIn Page (company page) to associate the app with
App creation requires selecting a default Page; individuals without a company typically create a basic Page just for this.
A super admin of that Page who will approve the app verification link
Verification is required for Marketing APIs (Community Management, etc.). Whether it is strictly required for the self-serve Sign In / Share products is not clearly documented.
App logo, privacy policy URL, HTTPS redirect URL
Required fields when you create the app or set up the Auth tab. Redirect URLs must be absolute HTTPS URLs with no fragment.
For gated Marketing APIs: a registered legal organization, a verified business email, and an org website and privacy policy
Community Management API is 'only available to registered legal organizations for commercial use cases'. Personal email addresses fail vetting.
